What would be the cause of a plugin showing double, its the excact same plugin.

Welcome to the MainWP Community.
The plugins on that page are grouped by their slug, that is, by the folder name in which they are stored on the child site.
It’s possible that these plugins have slightly different slugs, even though they have the same names.
For example: wp-content/plugins/wps-hide-login/ and wp-content/plugins/wps-hide-login-pro/.
Can you check on the child sites if that is indeed the case?
